It makes no business sense to invest heavily. Subscription model for consumers is basically invalid in China, businesses adoption of new technologies is extremely slow.
If you don't have access to the best GPUs, indeed your capex is going to look different. You can let Western models do the heavy lifting and still build the best agentic applications. You'll notice actually China isn't behind in open weight models, text to video and so many other domains even spending so little in comparison - why do you suppose that is?
